WHY REVIEW?
Perimeter security is rarely undermined by one obvious mistake. More often, risk develops as reasonable decisions are made in isolation, assumptions go untested or security intent changes as the project moves between disciplines and stages.
An independent Design Risk Review looks across the perimeter as a complete system — testing not only what has been specified, but whether the different decisions still work together.
A design can look compliant and still carry hidden perimeter risk.

Threat, operational need, performance expectation and site constraints are not always translated consistently into the developing design. An early assumption can influence everything that follows.
INTERFACES
What happens where systems, products and disciplines meet?
Gates, fences, HVM, levels, foundations, controls, buildings and package boundaries can each be satisfactory in isolation while creating weakness where they connect.
HANDOVERS
Is the market being asked to price what the client actually intends?
Design intent can be diluted through specification, tendering, substitution, contractor development and site decisions — sometimes without any single change appearing significant.
WHAT WE REVIEW
Specialist scrutiny across the developing perimeter package
Every project is different. The Design Risk Review considers the perimeter as a complete system, challenging the assumptions, technical decisions and project interfaces that can affect security performance, cost and practical delivery.
The review is structured around six specialist workstreams.

Design Basis & Security Intent
Are we starting from the right requirement?
We review the client brief, security philosophy, site plan, stated performance requirements and applicable standards — challenging the design basis where the proposed perimeter response does not appear consistent with the information provided.
02 - LAYOUT
Perimeter Layout, Access & Operation
Will the perimeter work as a complete site system?
We review perimeter alignment, entrances, vehicle and pedestrian movements, gate operation, levels, climbing opportunities, rejection routes, road interfaces and other site conditions that can affect both security and day-to-day operation.
03 - PERFORMANCE
Standards, Certification & Product Application
Does the proposed solution genuinely deliver the claimed performance?
We test drawings and specifications against applicable standards, certified scope and known product limitations — including whether tested systems are being proposed in configurations that could alter or invalidate the performance being relied upon.
Where clarification is required, Relkron will seek confirmation from the manufacturer or certification holder where practicable.
04 - HVM
HVM Relevance & Approach Screening
Has vehicle-borne risk been properly considered in the developing design?
HVM relevance is considered on every review. We look at vehicle approaches, available run-up, entrance geometry, potential protection zones, transitions and opportunities to use site layout or existing features more effectively.
Where appropriate, we will recommend a formal project-specific Vehicle Dynamics Assessment by a suitably competent specialist.
05 — BUILDABILITY
Buildability, Foundations & Interfaces
Can the proposed perimeter actually be manufactured and built as intended?
We review product geometry, foundations, levels, civil interfaces, tolerances, access and package boundaries for practical delivery risk.
Where sufficient post and foundation information is provided, we also undertake first-pass wind-load and foundation screening to identify arrangements requiring further engineering verification.
06 — COMMERCIAL
Security Intent, Tender Scope & Commercial Risk
Does the package the market will price match what the client intends to buy?
We compare the available security brief and design intent against drawings, specifications, schedules, Bills of Quantities and tender information where provided.
The review identifies scope gaps, conflicting requirements, ambiguity, unnecessary performance requirements, proprietary constraints, substitution risk and other issues likely to emerge later as qualification, RFI, redesign, variation or avoidable cost.
A clear record of the risks, decisions and actions that matter.
The review is delivered as a concise, professionally structured report designed to help project teams understand what needs attention, why it matters and what should happen next.

WHAT WE TYPICALLY UNCOVER
Small design decisions can create significant downstream risk
Many findings are not obvious design failures. They are reasonable decisions, assumptions or details that become problematic when considered against certification, site conditions, adjacent systems or the way the perimeter will actually be operated, procured and built.
Examples below reflect issues encountered on real projects. Project details have been anonymised.
01 - CERTIFICATION
Certified product. Outside the tested scope.
On one European project, sections of a high-security fence had been drawn at heights outside the manufacturer's certified scope, while the HVM elements were also being used differently from their tested configuration.
Identifying this early allowed the project team to involve an engineer and establish an acceptable project-specific solution rather than leaving uncertainty to emerge during procurement or construction.
02 - OPERATION
A secure gate that may need to stay open.
Gate selection is often based on opening width and security rating without testing the operating cycle against expected vehicle demand.
At peak times, an inadequately planned entrance can create queues towards the public road — sometimes resulting in the gate being left open simply to maintain throughput. Rejection routes matter too: an unauthorised vehicle should not need to enter the secure site and circulate around it simply to leave.
03 - HVM
Crash-rated does not automatically mean appropriate.
Crash-rated fencing is sometimes specified above substantial reinforced-concrete walls without considering which element would actually receive the vehicle impact.
If the wall takes the initial load, any subsequent contact with the fence may occur at a very different effective height and condition from the tested configuration. The answer may be redesign, engineering justification or conscious acceptance of the residual risk — not simply adding more rated product.

The vulnerability may sit outside the boundary.
A detail can work on paper and still be impractical to build.
The market can only price the requirement it receives.
Design teams understandably concentrate on what is being built inside their project line. Potential climbing aids outside it can easily be missed.
Park benches, parking spaces, smoking shelters and other everyday features can materially change how difficult a security fence is to overcome when positioned too close to the perimeter.
High-security fence and HVM systems can require substantial foundations. Those foundations may become impractical where dense underground ducting, cabling, drainage or other infrastructure already occupies the same space.
We also see foundation arrangements that simply appear insufficient for the proposed fence. Identifying this during design allows the responsible engineer and project team to resolve it before excavation, fabrication or installation begins.
A client may intend one security outcome while the drawings, specification, schedule or Bill of Quantities describe something subtly different.
Contractors competing for the work will quite reasonably price the compliant requirement in front of them. If the difference only becomes clear after appointment, it can surface as clarification, redesign, variation and additional cost.
The purpose of the review is to identify that difference while it is still a design issue — not a contractual one.
WHEN TO REVIEW
The earlier we are involved, the more risk can be designed out.
A Design Risk Review can add value throughout design development, but the opportunity to influence the outcome changes as decisions become more established.
For clients and design teams, Relkron recommends specialist perimeter review during developed design and ideally no later than technical design. Earlier involvement can provide even greater value where perimeter strategy, access geometry and HVM requirements are still being shaped.
For main contractors and GCs, a separate review at tender stage can identify technical and commercial exposure before it becomes embedded in the bid, programme or supply chain.
